Cottington Close Estate is in Kennington, London SE11.

Previously managed by Lambeth Council we became a TMO in September 1993.

Now renamed RMO (Resident Managed Organisation) to be more inclusive of all residents on our estate. We have a small, friendly in-house staff team, a thriving community garden and lots of events for residents.

WHO WE ARE

About our TMO​

A Tenant Management Organisation (TMO) is an organisation set up under the UK Government’s Housing (Right to Manage) Regulations 1994, which allow residents of council housing or housing association homes in the UK to take over responsibility for the running of their homes.

Cottington Close TMC became a corporate body and annually elected a management committee to run the body. This body then entered into a formal legal contract with Lambeth, known as the Management Agreement.

The Management Agreement details precisely which services are managed by the TMO on behalf of the landlord. Our management include day-to-day repairs, allocations and lettings, tenancy management, cleaning and caretaking, and rent collection. The TMO’s operations are funded by the management fees payable by Lambeth under the agreement.

Cottington Close TMC changed its name to Cottington Close Resident Management Organisation (RMO) to encompass not just Lambeth Council tenants but leaseholders and other residents on the estate.

The Management Board

We currently have 11 dedicated board members.

Board members can be council tenants, leaseholders or residents on the estate. Also the RMO can nominate co-opted members to the board. Co-opted members generally have a particular experience or specialism that will benefit the board and the community.

You do not need any specialist qualification or experience to become a board member and we particularly welcome residents from ethnic minority groups and young estate residents, since, at the present time, residents from these groups are under represented at board level.

Any training required by board members is provided free of charge.

How do I join?

First you must be a shareholder and the cost is £1 for a lifetime membership to the RMO. The membership entitles you to a right to vote at the general meetings and to nominate/be nominated as a Board Member. Residents over 18 years old will need to complete their own form.

Shareholder forms are available at the office.

New boards are nominated and elected at the annual general meeting (AGM). You should fill in the nominee form sent with the AGM notice through your letterbox and then ask another resident or neighbour on the estate to nominate you by signing the paper. You must return the nomination form to the estate office for the attention of the secretary.

If you are not a Lambeth tenant or leaseholder but a resident you cannot be elected; instead, you may become a co-opted member.

Sub Committees

The RMO also operates quarterly subcommittees covering Finance, Events, HR & Maintenance. We especially would like residents with professional experience in these fields to join the sub committees.

ESTATE SERVICES

We aim to provide our residents with a consistent safe,

clean and tidy environment, at all times.

ESTATE CLEANING & MAINTENANCE

Cleaning Service

Our cleaning staff wear uniforms and are responsible for the general cleanliness of the estate. They have schedules of work to complete every day such as sweeping and mopping, litter picking and dealing with bulk and domestic refuse. We provide a cleaning service Monday to Friday between 7am to 4pm and Saturdays 8am to 12pm. We have a team of 3 caretakers and 1 supervisor who are responsible for the work and they each have blocks for which they are responsible.

  • Sweep and mop the ground floor entrances and lifts every working day.

  • Remove litter from entrances, stairwells and lifts every working day.

  • Sweep and mop stairs and landings and wipe down handrails every week.

  • Wipe down doors in communal areas and paint work to remove grime and dirt weekly.

  • Remove racist or abusive graffiti / fly posting within 24 hours and remove other graffiti / fly posting usually immediately, but certainly within 5 working days.

  • Pick up litter to outside areas of the block daily.

Your responsibilities as a resident:

  • Ensure that all rubbish is disposed of to the correct bins and not left on landings/pathways.

  • Treat all communal areas with respect and report anti-social behaviour.

  • Do not smoke in any communal areas.

  • If you intend to dispose of bulky items, please contact Lambeth Council.
     

If a specific site fails to meet our service standard we will highlight the cleaning elements that need more attention and endeavor to put steps in place to address any key concerns where possible.

Grounds Maintenance (Gardening)

The grounds maintenance service (e.g. cutting the grass, weeding and pruning) is completed by our caretaking team.

PARKING

  • Parking restrictions apply on the estate between 8.30am and 6pm.

  • There is no parking in the cross hatch areas 24 hours a day. If you or any of your visitors park in the crosshatch you risk getting a ticket.

  • Visitors scratch card day Permits are available from the office for £1.50.

  • Residents bay permits are only issued on production of a V5 proving that your vehicle is registered to your address, along with a valid insurance certificate and M.O.T. certificate.

PAYING YOUR RENT

We want to make it as easy as possible for you to pay your rent so Lambeth offer a variety of payment methods.

How to pay your rent

Online

You can pay your rent securely online using the Lambeth rent payments page.

By phone

You can pay your rent by credit or debit card by calling the Lambeth 24-hour automated telephone service on (020) 8290 2086.

You will need your nine-digit rent payment reference number, which you can find at the top of your rent statement or any rent arrears letters we may have sent you.

By Direct Debit

Direct Debit is a safe and easy way for you to pay your rent. By setting up a Direct Debit you give Lambeth permission to take the money for your rent from your bank account in agreed amounts at agreed times.To set up a Direct Debit to pay your rent call Lambeth on (020) 7926 6000. It’s quick and easy to set up.

 

By Standing Order

To make regular automatic payments direct from your bank account, contact Lambeth on (020) 7926 6000 or visit the office for a standing order mandate form or more information.

At any Post Office

You can pay at any post office branch using your rent payment card. Hand your card and payment to the cashier, and they will credit your payment and give you a receipt.

You can pay with a debit card, cash or by cheque – these must be made payable to Post Office Ltd.

 

By Post

If you prefer to pay by post please send a cheque made payable to London Borough of Lambeth.

Write your name, address and rent reference number on the back and post it to:

Rent Arrears

The tenancy conditions, which you sign at the start of your tenancy mean that by law, you must pay your rent regularly and not get into debt. If you do not pay your rent on time or you do not pay at all we will have to take legal action and we could end your tenancy.

Please let us know if you are experiencing difficulties paying your rent.

COTTINGTON COMMUNITY GARDEN

ABOUT US

Cottington Community Garden started up physically in February 2010 to grow vegetables, herbs and fruit etc. on our estate in Kennington, South London. Open to the wider community around the estate, we welcome residents and volunteers to help us look after the flower beds, learn how to garden and enjoy the nature and beauty of the garden.

WEEKLY GARDENING SESSIONS

Join us every Wednesday 2pm -5pm led by our lovely Gardener 'Annika'. No experience necessary, all equipment provided, any age or ability - all welcome. Annika will teach you how to prune, what is a weed and anything else you need to know about horticulture while you volunteer.

Cottington Community Garden has been winning awards for the past 4 years.

In 2019 Cottington Estate won 4 prestigious awards! The RHS London in Bloom awards the Community Garden gained ‘Thriving’ for 'It’s Your Neighbourhood', and ‘Silver Gilt’ for ‘Our Community’. Also the wider estate won ‘Silver Gilt’ for ‘Our Community'. The Community Garden also came joint first in Incredible Edible Lambeth’s Blooming Lambeth awards.

COTTINGTON CLOSE HISTORY

Cottington Estate RMO sits between Kennington Park Road and Kennington Lane in Kennington, London SE11.

The newer part of the estate which sits along Opal Street was built 1952-1958 and houses 207 properties. We also include Fontenoy House sitting on Kennington Lane and Isabella House (circa 1932) off Othello Close which brings the total properties on our estate to 247.

We became a TMO on 17th September 1993 and the Founder Members were:
